Source: NWS Record Event Reports via api.weather.gov. Only records that a local NWS office issued an RER for are included (mainly official climate sites), and reports are preliminary until certified by NCEI. Locations outside the Lower 48 (Alaska, Hawaii, Puerto Rico, Guam) appear when their offices report.
